The Town of Victor appreciates the importance of retaining and attracting business to the area to maintain and grow the economic vitality of this community.
The Town advanced those efforts by forming the Economic Development Department and funding the operations of the Victor Local Development Corporation.
Victor Economic Development representatives provide an array of services to assist with business start-up, expansion and relocation to Victor. We are able to accomplish this by partnering with economic development entities such as the Ontario County Economic Development Corporation, and the Victor Local Development Corporation to tailor the best possible incentive packages for our customers.
The Victor Local Development Corporation exists to further the Economic Development initiatives for the Town of Victor by providing low interest loans, façade improvement funding and administering grant funds from state and federal agencies to local businesses.
We work in partnership with citizens, stakeholders in both the public and private sectors, and other Victor municipal departments to:
Maintain and improve the vitality of the Downtown business district
Encourage a thriving and sustainable small business sector
Foster job growth, employment, and entrepreneurial opportunities
Assist with location and relocation by maintaining a comprehensive listing of available sites

The Victor Local Development Corporation Was Established in 1999 as a Resource to Revitalize the Downtown Area.
Our Mission: The Victor Local Development Corporation, a not-for-profit entity, effectively delivers a complete economic development program by encouraging and supporting small business investment in the Town and Village of Victor. Key areas of focus are business recruitment and retention, and Village revitalization.
The VLDC coordinates loan programs, initiatives, and outreach efforts to support the Town’s Economic Development strategy, in conjunction with Victor’s Economic Development Department.
The VLDC manages a low-interest loan program to support business development. The organization applies for and administers grant programs from Federal and State sources to supplement the support of local businesses.
LEADERSHIP
Kathy Rayburn serves as the Director of Economic Development and Executive Director of the Victor LDC. Hired in 2006 to run the VLDC, she has been involved in numerous initiatives focusing on Village revitalization and later in 2014 expanding the efforts to include Town businesses.
Working with her is Administrative Assistant, Debby Trillaud, who was hired to assist with the day-to-day activities of the department.
